Retrieves non-locational Third Party Charges

Non-locational Third Party Charges for a domestic or non-domestic consumer, covering national-average electricity components only. Sensitivity parameters (cm_consumption, cfd_scenario) each default to the published headline case, so a call with no sensitivity parameters returns the headline forecast.
riioed3 and riioet3 are not exposed on this endpoint. From the September 2026 publication the EII Support Levy responds to both, so that component is returned at its default case here. Use /tpc/overall_charges to flex it.
