Non-locational Third Party Charges for a domestic or non-domestic consumer, covering national-average electricity components only. Sensitivity parameters (cm_consumption, bics, cfd_scenario) each default to the published headline case, so a call with no sensitivity parameters returns the headline forecast. riioed3 and riioet3 are not available on this endpoint since this view has no Transmission or Distribution components for them to apply to.
